I have a 1998 ford galaxy 1.9 glx and the front heater fuse ( bottom right of fuse box) that blows after several minutes of use. Where should i start fault finding?

Cant find fuse box layout to give number but found the fuse that blows

Only if you run on full speed I would have thought.

Is this a model with Climate control or manual controls

Try the 25 amp fuse, otherwise its a wiring issue. I would check around the "hedgehog" resistor pack that accessible via the glovebox for loose connections and/or wiring damage (it gets very hot so could have melted some insulation if the wire laid on it).
